With all other things equal, is the amount of watts a heatsink says it can cool down matter?

For instance, for a 95w cpu that I can overclock, will this link above suffice for overclocking? Cpu: amd 860k

No, it would be quite noisy and hot. If you want to overclock it, buy something with a 120mm fan, that should be sufficient.

No I would not use that heatsink to overclock. Its a cheap stock replacement, good for basic use not overclocking.
