If my motherboard was faulty would the computer boot up only some of the time and work perfectly?

Ran into the issue where my computer doesnt boot on random occasion (will not even POST). Switches on for 1/3 second and then switches off. I have done a breadboard to narrow it down to the motherboard and CPU. My motherboard and CPU look to be in good shape. No bent pins or burn marks although capacitor is cosmetically scratched from HS installation which happened after the issue began anyway.

About to RMA but I dont want to be without a computer for weeks. Would the PC still work perfectly when its on; if the motherboard was faulty. I have even stress tested the system and its rock solid except for when i switch it off and I cant get it back on again.

Would you recommend I RMA? Worried they will see the cosmetic scratches and say user error was the cause even though it was not. Also what would you recommend for a temporary replacement?

Where did you buy it from? You should be able to RMA because of 2 reasons.

1. The problem was there before the cosmetic damage to the cap
2. The RMA team has lots of devices to look at and they do not inspect components so closely.

I tried a different PSU which gave the exact same issue though neither of them was the best quality.
