Stuttering in GTA 5 after a while. Tried alot of things nothing has worked :(

So recently I started playing gta online and started getting stutters after playing for about 35 mins, it would then stutter every 40 seconds or so. I have tried many things (i will list them out below) but sadly nothing has worked. I would also like to add that i played the singleplayer like 6 months ago and had no issues at all, ran smoothly 40-60 fps on high-ultra with small stutters (barely noticeable) every 50 minutes.

My specs are:
GTX 960M 4gb
8gb DDR3L ram
i5-6300HQ (quad core)
The laptop model is the Dell inspiron 15 7000 gaming series

Here are all the things I've tried but haven't solved the problem:


    Turning down all the settings to low and reducing the render distance
    Setting the game priority to high in processes and launcher to low
    Uninstalling the latest nvidia (376.33) drivers and performing a clean installation
    Uninstalling the latest nvidia drivers (376.33) and installing an older more stable version (372.9)
    Uninstalling the latest nvidia drivers (376.33) and installing the one recommended by the dell website
    Use the nvidia's "optimal" settings for the game from geforce experience
    Verifying the game cache in steam
    Using directx 10 and 10.1 instead of 11
    Fiddeling with the nvidia control panel



After doing all these things i decided to install msi afterburner to see what might be causing it. I then noticed how overtime (about 20 minutes) the ram usage would climb up from about 3700mb to 7600mb gradually. All the stutters only occur after it hitting 7500 mb, it would even go to 7900mb at times. This makes it look like a memory leak to me but i don't really have any professional insight to decide whether this is the main cause of the problem.

The cpu usage is mostly around 76-92% and the gpu usage is around 55-85%. Another thing i noticed is when the stutters are noticeably bigger the gpu and cpu usage tends to go down to around 15-38% depending on how bad the stutter is, which i find kinda weird unless I'm missing something here.

I play with everything on low and v-sync off at 1600x900. I get around 50-85 fps.
