Recently built a computer and i think the motherboard is busted

Then the power supply does work. Try leaving only CPU and CPU fan installed, both 24 and 4/8 pin power cables connected. No other wires/components - it's important.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button (check the board's manual for their correct location).
See if the CPU fan does spin.

I did that and the CPU fans spun so I added the Hard drive and that spun up. After that I added the GPU and it's fans started but then everything acted like the power was decreased and started to stop then turned back on but the GPU fans were not spinning however I did get the BIOS system display. I have windows 10 installed so shouldn't that have come up instead.
