On my desktop when I download a game the download speed never passes 20 MBps even though my download speed is 100 mbps. My desktop is connected through ethernet and when I download games on my xbox while it is connected through ethernet it gets passed 90 MBps.

I have verizon fios if that helps.

You have to be mindful of the difference between Mbps and MBps. Basically bit versus byte. There are 8 bits in one byte and it's up to the site/service to display the transfer rate how they see fit.

If it is in fact Mbps and you truly are only getting 1/5 your download speed it's probably the service you are using. If you run a speed test and it's showing 100Mbps then there isn't really anything you can do.

Another thing to look for, depending on the service you are using to download the games (steam, origin, etc...) they usually have a setting somewhere to limit download speed, make sure it's not set below your maximum.
Have you tried restarting the router and modem? You may also want to do a speed test...it could just be the server you are downloading from.

I have a 300mbps connection, and some games are downloading at 20-30, but my connection is still high
