Processor Under Performing

GPU - Nvidia GTX 1070
Drives - Sandisk Extreme Pro 240GB
WD Black 500GB
RAM - G.Skill Ares DDR3 1333 2x8GB
Pwr Supply - Corsair CX600M
Display - Dual Display, 1920 x 1080 - 32 Bit colors
OS - Windows 10

Over the past year I have been trying to troubleshoot why my computer was not performing as well as I believed it should be. After not being able to find an answer I instead decided to upgrade both my CPU and GPU, but my problems continued. When playing a simple game like "League of Legends" I am averaging around 30 fps. And when playing a game a little more difficult to run like "Batman Arkham Knight" fights scenes are almost unplayable with the amount of dropped frames. So i recently decided to use userbenchmark.com to try to test my performance and this was the result:

Does anyone know why my cpu underperforming by so much?
I checked the windows power management for the cpu and its at 100% for both minimum and maximum. I considered maybe the power supply was not enough to power the system. But I'm desperate now, I think I have have spent too much money for this computer to perform the way it does. If anyone has any theories at all please help

I want to thank everyone here for their help today, it turns out that gigabyte actually has an OC Trigger switch which allows you to switch from your target frequency set in your bios to a safe frequency. So when bignastyid told me to clear the cmos, I read my manual to find out how, and ran into the OC Buttons.So big thanks to bignastyid for that suggestion or else i wouldn't have found it and to all of you who took time out of your day to help. I can't believe that I've been looking for over about an entire year and it was just one flick of a switch. Thanks gigayte...

I agree, it sounds like the cpu is overheating to the point of not being able to perform. The program Badactor is recommending will show how hot the stats are, if they are in 90 or above, then we have a problem.

Run a videogame to see how high it reaches for heat.

yeah i spotted that the turbo clocks seem off, hence disabling turbo

Very Odd indeed, does not seem temp related.
Go to the control panel CPU is set to high performance? If you have any tweaking software installed remove it. and retest.

My cpu is set to high performance already, the only alterations made was that I set the minimum processor state to 5% and the maximum to 99% after reading a link posted on this thread. Although making that change did not alter the userbenchmark results.
