Changing my graphics card made no difference.

I changed out my Zotac GeForce GTX 960 2GB Video Card for a EVGA GeForce GTX 1070 8GB SC. While playing the usual games I play on my PC i noticed no difference. Here is my current PC build without the gtx 960, and I also have windows 7 64bit.

Is my power supply not enough? Is the I5-4460 bottlenecking the card? I really don't know any help is much appreciated thank you for your time to read through this.

Furthermore my drivers are all up to date. Should I have done a clean install of the old drivers first then installed the new ones for my 1070?

When one is heavily CPU bound, upgrading your GPU will yield you a net difference of exactly 0 fps, because the CPU is still what's holding you back. And this definitely applies to you, since you mention Dayz, H1Z1, Cities Skylines, and GTA5, all of which are top 10 most CPU-heavy games.

As a Planetside 2 vet, I know all about it.
 
The PSU isn't great quality, but probably not your problem. The rest looks fine. You can also have a look at your CPU and GPU temps while gaming or stress testing to look for thermal throttling. Make sure all your drivers are up to date and you have the latest Bios.

Hmm well I have been looking into buying a i7, but I still don't think it'd give me a 0 fps boost. Especially considering the card before had 2gb of vram which really wasn't enough. You'd think that alone would give more fps. The temps are usually 30-40 Celius while gaming/stress testing so I don't think its that. Where would you find the latest bios at?
