Same specs - Lower fps

My friend is having frame rate issues and I made him do a gta 5 benchmark with the exact same settings and almost the exact same specs as someone on youtube and he is getting a lot lower frames then the youtuber.
He also can only get 30 frames on Tom Clansy's the division which is unusual sense our friend running the same processor with a gtx 960 is running at the same settings and is getting a solid 60. V - sync is turned off and he is running a brand new 60 hz monitor.

I would guess the difference is the CPUs. The 4570 is a quad core processor and the 4570t is a dual core with hyperthreading. The 4570 has a slightly better clock speed, and generally 4 full physical cores will perform better than 2 physical and 2 logical cores. The variations in the mobos could play a small role too, but my guess is it is the capability differences between the CPUs.
