only 7.95gb of ram usable out of 16?

Im running windows 10 and my control panel says i have 16 gb and only 7.95 is usable. Its 2 sticks of 8 gb ram same speeds and brands.

specs
CPU- FX-6300
PSU- 750w EVGA
GPU- GTX 1060 3gb
Mobo- MSI 970 gaming
Ram - 2x8gb = 16gb

how many "banks" of RAM slots are there? Normally 2 banks of 2 slots each... Do you have them in slots 1 and 3 or 1 and 2?

Did you "reseat" them, remove and replace?

If they are in the correct "bank" set and seated correctly, what does the BIOS show for slots, individual capacity, and total RAM?

i have 4 banks of ram like this 1,2,3,4
i have one set in slot 1 and the other set in slot 3
