Saints Row 4 has poor performance on my high end hardware

Hello, I've been playing Saints Row 4 lately and i've been getting what looks like lag. MSI Afterburner and Fraps are reading steady 60fps but the game still looks choppy. This game used to run fine on an intel core 2 duo and intel core 2 quad a while back but now its junk. I was just wondering if anybody knows a fix for this or if i'm just stuck with it. Most of the info i've found on this subject is rather old and with people that have lower end systems than mine.

My Specs:
MOBO: MSI Z97 Gaming 5
CPU: i7 4790K (No overclock)
GPU: GTX 1080
Storage: Samsung 750 evo SSD(runs the game and OS)
PSU: Antec High Current Gamer 620W
RAM: 2x 8gb corsair vengeance(in the reccomended slots)
COOLER: Coolermaster hyper 212 evo
OS: Windows 8.1 pro

Yes I was using a gtx 750 ti but with the core 2 quad cpu @2.83ghz. I even used a Radeon hd 7750 with the core 2 duo @ 3 ghz and it worked fine. I play GTA 5 and I get steady 60 fps and thats a much more cpu/gpu intensive game than saints row. Ever since i got an i7 this game just runs poorly. I also had an i7 960 @3.2 ghz with 750 ti and then upgraded to gtx 980. I just wish i remembered how it ran with the 750 ti.
