Gpu Usage dips gtx 1050

I installed a gtx 1050 a few weeks ago but ever since then my games haven't been running to well so i thought the cpu was the issue because it would dip without explanation well i tryed every trick in the book and no improvement so I installed msi after burner and tested skyrim max setting 720p (computer can more than run)

so what does this mean and how do i fix it?

i5 2500
gtx 1050
6gb ram
320w psu 90% efficiency

I play any games and there absolutely terrible low fps and drops I opened up msi after burner and heres what i see after playing a game that i can more that run (starbound)

as you can see volatage is low and theres spikes in every catorgor
where you see the spikes was when the games wheres theres no spikes i was on the desktop

so why does this happen and how do i fix it?

UPDATE i got a more accurate reading from process explorer it seems it spikes and dips

i tried to use fraps to record the game play while recording it was fine but as soon as it was not recording it would start lagging again hope that helps a bit
