Do I need a better router?

I run a small cafe business of up to 24 PCs with an internet connection (wired) of 8 mbit/s (or 10, I'd have to check later)

I do understand that it is not enough. Where I live, that's the maximum speed our local ISP can offer. Our city is still yet to get a fiber connection. So the option to upgrading our connection is almost nonexistent.

But our average customers could be from 8-12 at a time, it rarely reaches max capacity. The speed we have is just fine, for 90% of our customers who just do plain web browsing (Google, Facebook) and watching Youtube videos. But 10% of them, download using Internet Download Manager or Torrents, and affects everyone else

One solution I thought of is disabling windows installer so they wont install programs like these, since all computers have Deep freeze installed. But I don't know what other limitations it might lead up to or problems.

The other solution I have in mind, is the router. Its only becomes a problem is someone is downloading. I have a Linksys WRT54G2 v1 with DD-WRT installed. I don't know if my QoS settings for it is properly set up, it seems like it, but its not really balancing the load. It only takes 1 person to ruin traffic.

I was thinking of upgrading it, thinking there is a router out there that does a good job of not giving one or two PCs all the bandwidth. But, I only have little knowledge in networking so, some advice would be greatly appreciated.

Since it appears you have control of all the end computers it may be simpler to just install rate limiting software. Many of the parental control software you can say set the limit to 3mbit. Hard to say what number to pick. Although it can be done in a dd-wrt with a lot of effort the router you have is much too old. Most people put that router in the trash many years ago. It will likely be simpler to restrict it on the pc.

If downloads are the problem why don't you just disable the ability to attach flash driver or write to cd/dvd. It would serve no purpose to download things you could not take with you. If you need to allow download maybe only allow that on certain pc or make it a feature you must enable when someone asks
