PC specs:
Asus h81m-cs motherboard
Intel Pentium g3250 processor
4GB DDR3 RAM
18 inch monitor

I wanna buy a new cheap graphics card
For just playing CS GO and GTA V
I don't want the highest graphics quality
But medium quality with 40-50 Fps
My budget is only $ 65
Hope this budget could give me something best

Solution
You have a dual core CPU and 4gb of ram. What I'd advise, if money is tight, is to buy the cheapest RX 460 2gb you can find, and 4gb more of ram. This will give you the best possible experience on GTA V you can have with that system without wasting money. You can skip the extra ram if you want to save money, but GTA V will run a bit more poorly. Maybe it won't be unacceptable to you, so buy the card first and add memory later if needed.

Games that need more CPU power will always suffer on this system, no card will help that. As long as you know this before buying the card, you can make the best decision for yourself.

IMO you won't be able to do much with a $65 card. A card that cheap will barely meet the minimum requirements for GTA V and you'll be able to play at like low setting 30 FPS

Your CPU is also very weak and will hold back any mid-tier GPU but of course it depends on the games you play as well. GTA V taxes both CPU and GPU so I don't think you'll be able to play with an acceptable frame rate at all. These days I recommend a minimum of GTX 1050 Ti or RX 460 for a reasonable experience

Im sorry but with 65$ you cant buy any gpu. At least a new one. I found on amazon these used: https://www.amazon.com/gp/offer-listing/B001KZH8KO/ref=dp_olp_all_mbc?ie=UTF8&condition=all

With these you meet GTA V at minimum requirements and CS GO at medium. You can check GTA here: http://www.game-debate.com/games/index.php?g_id=1308&game=Grand%20Theft%20Auto%20V#systemCheck

For CS GO it says on steam: Video card must be 256 MB or more and should be a DirectX 9-compatible with support for Pixel Shader 3.0

So i think you are good with 9800 GT

Don't make him waste his money on trash. 9800 GT seriously? He's better off using his iGPU and maybe build a reasonable gaming PC from scratch some day

Yea that's true, i agree with you. But if he wants to play Gta V and Cs Go so badly, he can do this with 9800 GT. But in minimum reqs.

To be honest, a 1050 Ti goes for 150$ stock and runs most games at 1080p on high settings at 50-60fps. If you're planning on playing GTA 5 though, you're gonna need 8GB ram, otherwise you may as well go with a cheaper crappy AMD graphics card.
The 1050 Ti is the newest, cheapest and most worth while buy for what you're going to be playing.

Hmmm looks like graphics cards are very expensive
So now I am gonna earn more money for graphics card
I have to wait 5-6 months

Anyways guys some graphics which you had told me have
PCI Express 3.0 support

But, my motherboard has PCI Express 2.0 x16 slot for graphics card
So would those graphics cards work with my motherboard?

An Gt 730 Will Do The Job For E-Sports Game (CS:GO)(Dota 2)(Rocket League) 60 Fps High Settings

If you Want to play GTA 5 or Battlefield I Recommend a Gtx 1050 (100$) or Rx 460 (120$)

And I Recommend You To Get a Pentium G4400 and an Asus h110m-a

You will get 2 Powerfull skylake cores
