Sometimes the computer crashes, others it takes 3 tries to boot up

First off, excuse my english, specially since it gets complicated to explain the problem.


The problem:

I've had a problem with my new pc for almost the full year that I've had it. The problem is that, often when I'm browsing the web (I believe it is related to watching videos or visiting webpages with many images i.e. Pinterest), the computer screen goes to black, the audio gets stuck and I have no other choice but to hard restart the computer. The temps are completely normal (30-50ºC)

It is important to mention that before the screen goes to black, for a fraction of a second, the display is distorted and sometimes green lines or graphical glitches can be seen. The reason why it is important is because, very rarely, this glitches and the distortion of the display happens but the computer seems to recover, so the screen doesn't go to black and I can continue using it normally. I have recently noticed that if I try to restart the computer when this "lesser error" happens, it will switch off, wait almost 2 seconds and then try to boot up, only to fail after a second or so. After that it boots up but it makes a heavily distorted version of the normal boot up sound.


Misc info:

I had a problem for a while where I got a "Package installation failure" when updating my drivers, it is now solved.
My HDD has been a matter of concern to me since it doesn't perform too well (Significantly slower loading in videogames)
I've always been very worried about the Watts recommended for my GPU (750W) and the ones my PSU offers (620W). When asking in forums other people have assured me it is not a cause for concern
I haven't overclocked any component, though when I first opened OC Genie the program said I had the CPU slightly overclocked.
If I turn on the power switch on the "multiple outlet adapter" and I turn on the computer immediatly, it takes a few seconds until it starts (and it behaves very similar to the error I already described)

GPU: Amd Radeon R9 390
Motherboard: MSI H97 Pc Mate
PSU: Seasonic M12II-620 EVO 620W 80 Plus Bronze Modular
RAM: G.Skill Ripjaws X DDR3 1600 PC3-12800 8GB 2x4GB CL9


Things I have tried:

Checking the integrity of system files (sfc /scannow)
Checking the hard drives for errors (chkdsk and HD Tune)
Re-installing the GPU, the PSU connections and the RAM in the motherboard.
Checking the RAM for errors (memtest)
Checking the CPU for stability (CPUStab)
Reinstalling the system (Windows 10)
Full GPU driver wipe and reinstalling them (Amd cleanup tool)
Installing the latest BIOS/ motherboard drivers (MSI live update)
