My 5960x is Current Limit Throttling Even after i take off overclock.

Basically, I replaced my AiO Cooling system when the last one failed.
Everything was good.
I got to 4GHz on 1.28v with no crashes when stress testing and everything booted up and works fine, still does.

Then today i noticed the weirdest thing,
My HW Monitor showed that lowest CPU clock was under 100MHz.
Then I noticed my CPUs clocks were under 4GHz.
NO heating issues happened as the temps were perfectly stable.

No matter what i do, the CPU refuses to even go to the highest clocks and ratio in BIOS.

In that Intel Tuning Software(used for monitoring not OCing) it was reporting almost constant 100% "Current Limit Throttling"

If i run a stress rest, it will not go to the highest clocks.
I took the OC off and reset my settings and uninstalled the Intel Tuning Software, CPUID still shows my multiplier only going to 32x in a stress test, and AIDA64 reports a random drop on my clocks to 8MHz.
I get no BSOD or anything.
plz help.

I am using the x99 Deluxe Motherboard
I updated to the Latest BIOS.
I already tried disabling the speed step and stuff, nothing works.
I looked into the power options in windows already, but sense it seems to also throttle in BIOS, i dont see it being the issue.
Doing a stress test now, and im not getting temps above 47c, Avg is 44c.
Nothing is overheating that i can see.

One thing i can think of is maybe some of the old Thermal Paste that was dry got stuck somewhere on the side of the CPU?
Because I remember a small piece falling between where the CPU is laying and the brackets, But im sure i got it out with a Dust Off Can.
But i would think that it would not mess with anything there even if its still there unless its right under the CPU or something, which its not, but then again, i dont really know....

At the Moment, My CPU seems to be going from 33x to 32x multiplier while i just browse in Internet.
Everything is set to default except i set it to run at full all the time in BIOS.

Ok... I have no idea what it was, but after resetting the whole thing and messing with the BIOS power settings, it finally stopped doing the throttling.

But 1 problem persists, i see a random dip in clock speed on the cores of the CPU in AIDA64 while the test is going.
It dropped to 130MHz randomly as lowest on cores 1-8, then it showed a same dip in CPU clock and North Bridge Clock but to 27 and 20MHz.

Could this just be a software reading issue? I cant imagine my CPU still working if it really dropped that low but who knows.
The currents and power graph dont show any issues with throttling. But the CPU graph shows the dips in MHz.

What i dont get is, why would it do that on default vanilla settings???
But anyways,
Im now getting a stable 4GHz again, @ 1.27v Gonna mess around to see if i can get that lower.
Also, im assuming that the temps staying ~67c-70c is good when using the AIDA64 stress test, yes?

I got the same problem but not able to fix it. It started all at once and no help from Intel or ASUS. Wish I knew what you did. I took the CPU out and cleaned everything up and put new past on. My Temps stay in the low 40C.
What power setting did you mess with?
I am using the Rampage V extreme with the latest Bios, 3707.
