Good download and ping, terrible upload speed/stability

I've always had a pretty poor connection due to heavy interference between my antenna and the provider's towers (towers are all several miles away with hills and trees blocking line of sight). Recently my connections improved greatly (for what reason, I have no idea). When I use the speedtest.net app, the download is around 3.5 mbps, the ping is about 24 ms, but the upload is nearly nonexistent. It starts out at about .01 mbps, and after a few seconds will bump up to something like .3 mbps, but immediately starts to decrease back down to .01 before bumping up again. In the end it usually makes it up to .5 mbps at the most. I play (or rather try to play) games like Battlefield on a Ps4, and it is pretty apparent that the download is fine, but the upload is extremely slow (heavy lag), and frequently drops out entirely, leaving me stuck in place and watching everything play out around me. What doesn't make sense to me is why the download and ping can be fine, but the upload is so bad. Is this simply still a problem with my signal that cannot be fixed? Am I being throttled in some way? Could it be an issue with any of my hardware (radio, router, etc)?

Any suggestions are appreciated.

Solution
It is easier to receive than transmit.

Does not take much degradation to ruin what is already a marginal connection. Works (sort of) and then at some threshold level - service fails for all practical functionality.

I suggest having your transmitter/antenna checked out by your service provider.

Also suggest that, if possible, you provide more information about your setup. That may provide a detail or two that will help some other forum member spot a problem or make additional suggestions.
