I'm pretty sure this is my gpu, and not my psu, (although it is corsair...) but should I return it? Or is this normal?

this sound is called coil whine. it can come from GPU, MB, PSU and other components in your system that have coils/chokes/inductors.
Most systems have this noise at some level. From EVGA point of view, you can RMA your card if the noise is annoying (you can clearly hear it from the closed case).
