Is this a quality gaming PC build for the price?

I suppose that's a pretty nice combo still. I'm pretty certain that CAD doesn't use much resources, but as someone once said here "sometimes, you'll get the i5 and forever wonder if you should have gotten the i7" so it's really up to you. I personally find the i5 capable at most things your throw at it, even more so when OC'd.
In gaming, video card matters more. Benchmarks show that, unless you're playing a really CPU intensive game (not many, GTA V is one) then you'll see differences between same gen i5 and i7. And that's 10 FPS in an intensive game. It'll probably be like 2 in regular games.

Now, using that extra $100 to get a GTX 1070 (give or take)? Much better idea, unless you're on 60 Hz 1080p and 1070 wouldn't be as useful.
