GTX 1060 GB Code 43 error in device manager

Hi, I recently got an RMA graphics card from cyberpower because my old one is broken. The problem with this one mow is that it seems to not be recognized by my pc. It has yellow sign on it in device manager and when I click on it I get "Windows has stopped this device because it has reported problems. (Code 43)." I looked up multiple ways to see if I can fix this error and none have worked so far. Everyone has recommended to reinstall my drivers which I have done twice but that still has not solved the problem.
 
Solution
I assume you have on onboard GPU? If so I would suggest uninstalling all your discreet GPU drivers via the DDU utility:

Shut down and physically uninstall your GTX 1060.

Reboot into windows making sure first your monitor cable is connected to your motherboard GPU port and ensure windows device manager is clear (no display device showing error 43)

shutdown and re-install your discreet GPU making sure you connect all relevant additional power connectors and connect monitor cable

Boot into windows. Your GPU should appear under display adaptors and have the Microsoft basic display adaptor associated with it (right click adaptor in device manager and...

I Tried to uninstall it and then rediscover it but its still not working and my drivers from Geforce Experience don't want to install for some weird reason

Install the correct driver for your version of windows (7/8/10) 32 or 64 bit)
