Graphics card won't display on monitor

So I am pretty new to building PC's so hang with me.

I've built a completely new PC except I am trying to use an old graphics card given to me from a friend.

Whenever I plug in an hdmi or dvi cable into the graphics card the monitor does not react to it. I have tried 3 different monitors and they work when plugged into the motherboard, but not when plugged into the gpu. When the computer starts my graphics card's fans run fine and I have tried reseating it many times. The gpu has 2 6 pin connections available which I made sure were plugged in right. I have also checked my computers bios many times and made sure the primary graphics were set to PCIe (or in my case PEG). I've tried disabling the onboard graphics and uninstalling all display drivers on my PC and I still get nothing.

I thought maybe the graphics card was dead so I took it to a computer place and they plugged it into one of their testing computers and it was able to display through the hdmi and dvi. Yet when I take it home and plug it into my build it does not display anything. I've considered the PCI-e slot on my motherboard to be faulty but I am really hoping it is not that because I only have one slot. I am completely stumped and I hope I have overlooked something simple.

Any Ideas?

Here is what I am working with:

Intel 3.70 GHz Core i3
msi B150M bazooka motherboard
One 8gb ballistixs Sport LT RAM stick
XFX Radeon HD 6870 2GB
EVGA 500W
850 EVO 250GB

Hello... A new intel MB will default to Display from the CPU/IGT/MB output and connectors... the exterior GPU needs to be enabled in the BIO's (save&exit) for it to become active in your system.

You have an option in your BIO's to uses the CPU/IGT, extPCIe, or BOTH... depending on if you want multi-monitors and outputs.

Okay but my bios does not have those options under Advanced Graphics Configuration. Only PEG or IGD and I have made sure it is set PEG. Which I believe is the option it needs to be set to for Display to come from the gpu.

Hello.. They change the name of the CPU GPU all the time, in different BIO's... IGD=integrated graphic device" PEG=PCIe External graphics IGT=integrated graphic technology?

I find it odd to not have "Both" as a option with a modern MSI MB... But there again they change things all the time B / or it's because of the new PCI 3.0 lane allocation/use thing? OR?

Yeah when researching this problem I've found a lot of talk about PCI 3.0 and how it may be the source of the problem. Do you have any knowledge of what PCI 3.0 is? Does it mean my gpu is too old to be in that slot?

Hello... Pcie 3.0 is a direct connection to a CPU for the better Bandwidth... Graphic cards have had the 3.0 communications ability for a long time... intel is just offering it now in MB's and Cpu's. Pcie seems to be the communications methods used, thru the chipset/Cpu for about any device on your MB.

here is chart for your MB... https://en.wikipedia.org/wiki/LGA_1151 you have a 1x16 Pcie 3.0 slot available.
your GPU is listed as Pcie2.1 http://www.videocardbenchmark.net/gpu.php?gpu=Radeon+HD+6870

I have seen and read pcie 2.0 and 2.1 working with pcie 3.0... and some that don't... age/model/series/MB can be the factor? but as you already know, ( and the passmark numbers ) your card should be upgraded sometime for your new MB/CPU performance upgrade. B /

Did you still have a problem getting your Video card to display?
1) set your monitor for the cable type/input used.
2) try different outputs/cable on the video card for a display... typically a DVI should be active.
3) try cleaning the video card connector with rubbing alcohol and cotton swab, and re-seating it a few times.
