PSU fan spins for a split second then stops, and computer doesn't turn on.

I just finished building my computer and when I tried to turn it on, I hear the psu fan spins for less than a second then turns off. I've read other problem threads, but they don't seem to help. Could this be a possible psu or mobo problem?

I am using the Intel stock cooler.
 
What all have you tried to troubleshoot? I'd recheck all the cable connections again. All the motherboard screws/standoff accounted for? Want to be sure there isn't a short somewhere causing the problem. You could also try the "paperclip test" on your PSU. This can determine if you PSU can turn on and stay on with nothing connected to your other components. If you try this and your PSU stays on, re-install your GPU, RAM, ect. again to make sure they are firmly installed. If it comes to this, you can try removing non-essential components and try to boot. Use onboard video, single RAM stick, and only the SSD connected.

I did the paper clip test and the psu was running just fine. I unplugged the chassis fan and everything is running. However, when I connect my monitor, the bios screen never pops up. It stays as a black screen.
