Trying to upgrade pre-built pc: HP Pavilion 400-030d

Alright, so a while ago my desktop stopped working. At first I suspected it was a RAM problem because I could hear the fans whirring, and the power button was lighting up when I switched it on too. But there wasn't any output to the computer screen. I had 2 sticks of RAM installed, so I tried switching them over and trying one at a time, but it didn't do much, except now the power button doesn't light up too. I now think it's a motherboard problem, but I'm not too sure how to go about it.

I plan to upgrade to a new motherboard, but it seems like a pain because the HP pavilion slimline is an awfully small case and I think it only supports micro-ATX size motherboards (someone correct me on this if I'm wrong). The case isn't wide enough to fit any newer graphics cards either, so it's really limiting in terms of GPU upgrades. Another really annoying thing about the build is the power supply, which is about just right for the current components, which means if I were to get a new graphics card, I'll have to get a new power supply too.

So at this point, I'm thinking I'll get a new motherboard, case and power supply, preserving only a few components like the CPU, hard drive, etc. I don't have very much experience doing this, and I'd really appreciate if someone here could help me out with these:

1) I need a new motherboard that works with the i5-3470, while at the same time being open to newer upgrades (at least skylake, although kaby lake would be nice). Do any such decent mobos exist that are fairly cheap (<$80)? (not too sure about form factor, but anything that gives room for a mini-sized GTX 1060 would nice) It would be nice if you could suggest a case to go with it too :)

2) Would I be better off just starting a new build instead? If so, what components would I be able to preserve, and be worth preserving?

3) How should I make sure it's a motherboard error? Should I bring it to HP center?

Hmmm honestly tho, it looks like I might as well get a new computer at this point, selling off a few components like the processor and power supply, because it's already kaby lake and getting a new mobo that works with the the i5-3470 doesn't seem all that worthwhile,. especially considering I'll have to purchase other new parts (power supply, tower) if I were to upgrade my GPU. Apologies for the horribly late reply, I got caught up in some things.
