General graphics and FPS problems in Far Cry 4 and Total War: Rome II

Good day everyone,
This is my first post on any PC techies' forum, although I regularly use this website by browsing threads to solve little hardware/game-related problems of my own. However, I cannot find a fix for this problem, and the reason it is unique to me is that I am running an advanced rig and I still have these problems.
I have a lot of FPS stuttering when playing FC4(maxed every setting at 1920x1080); it goes between 30-120 FPS a lot, and the lowest is usually in dense areas with a lot of trees etc.
Along with that, there's HUGE texture pop-ins with the game, so much so that it's difficult to enjoy the game's experience because there are objects being detailed 3 feet away from me(distance scaling is maxed).
I've seen online that reducing the Shadows option from "Soft shadows" to maybe "Ultra" helps, and it improved my FPS by around 10-15(depending on the area I'm in), but even that is ultimately useless, as my average FPS is still around 50. Vsync doesn't help either, and neither does switching off MSI Afterburner(which I regularly use). My GPU usage is very high, sometimes going up to 100%(though not always), same with its power draw, although the temperature is stable-never exceeding 66 degrees Celsius. CPU remains stable overall, with normal temps(around 50 degrees) and usage.
I've maxed out most of the settings in the Nvidia control panel, except the max pre-rendered frames-which I set to 1 and 3 at different times, as some people say it helps(it doesn't for me)- and the power management mode(max performance).

In Total War:Rome II, the only problem I have is with the FPS stuttering on the campaign map, nothing else. It is still however, quite annoying, as it goes all the way down to 30 FPS, up to100+. Reducing the clouds setting does not help, and neither does VSync. Both CPU and GPU remain stable here, with low usage and temps.

I have the latest Geforce drivers installed(version 376.33). There's no malware running in the background to my knowledge, and my specs are as follows:

i7 6700k(haven't OC'ed it yet)
Corsair 115i CPU watercooler
ASUS Maximus VIII Hero
Corsair Vengeance 16 GB 8x2 DDR4 3000 MHz
ASUS Strix OC GTX 1070
Corsair RM 650 80+ Gold
Samsung 950 PRO SSD 250 GB(for OS)

Corsair 750D Airflow Edition
Windows 10 Pro(updated)

Any help would be greatly appreciated.

In the case of Rome 2, it is very poorly optimised and hence does not run well on most processors, it is a known issue along with unit sttutering during battles, that's just the game, not your system.
And as far as far cry 4 goes, you shouldn't be having these problems, I'd suggest watching your CPU/memory and GPU usage during the gaming session and whenever fps drops occur, record the exact/approx usages and report back to me. Cheers

I have discovered that the problem has nothing to do with the games, but rather my PC overall. It has something to do with the GPU, and I will make a new thread in the appropriate section. Hence this thread is closed.
