Possible hardware failure on good build - need help isolating it?

I have a reasonably good build https://uk.pcpartpicker.com/list/X2HNsJ but on CSGO I only get like 120 FPS where I should be getting 300 FPS. A few friends of mine have concluded that I have hardware failure because I've done so much to isolate other possibilities.

Is there any way to isolate which component is failing?

If you are getting 120fps on that build - dont grumble, thats pretty good going!... Your eyes wont see better than that anyway, nor will a monitor keep up with it!!

You simply cannot expect 300fps on your build. If you had hardware failure, expect more like 30-40fps, not 120fps.

Just also noticed that your monitor is 60Hz (i.e. 60 refreshes per second) so therefore your optimal fps is 60FPS to stay in sync so to speak and you wont see any more than that.

My setup was seeing about 170fps on csgo but iv locked my fps to 59FPS now as i have a 60Hz monitor and was getting crazy screen tearing. Now runs great.

Best fix is to know what your pc is capable of. And to know that 300 fps is not good, because of frame tearing. Seriously, dont do 300 fps.
