Advice for upgrade/cleanup

It's been a while since I built this computer, and I'm beginning to get frame stutter in some of the games I'm playing. I'm somewhat new to PC building, and wanted to ask what I should do to fix the issue. For hardware, my computer is comprised of:

Crosshair IV Motherboard
Phenom II Black 6 core processor
4x4G DDR3 RAM
Nvidia GeForce GFX 960
1x2T Analog HD
1x120G SSD HD
1KW PSU
Win 8.1 OS

Currently running no internal DVD drives, and haven't used a DVD is a long time.

I'm running Comodo+ Firewall/AntiVirus software, and Spybot Search & Destroy.

For games, I'm running games like Subnautica, Just Cause 3, SkyrimSE, No Man's Sky (I know... I am one of the few enjoying it), Space Engineers, and similar games.

you can probly keep the HDDs, SSD, and GTX 960
the rest you should replace
PSU is probly overkill, but depending on age, could still be usable

what sort of budget are you looking at?

It's currently a rolling budget. Have about $300 spare a month. I will upgrade a part at a time. I am mostly looking to game, but being able to better learn the why of it working would probably help me with that. I appreciate your time, ScrewySqrl.
