Two identical RAM causing Windows slow

Recently I bought 2 identical RAM's (Transcend 2GB DDR2 JM667QLU). There are 4 slots in my motherboard that support upto 8GB with 667 speed in each slot.
When I put the RAM individually in a single slot, the windows boots normal. However, if I put 2 individual RAM's in 2 slots, the booting becomes very slow and also windows desktop response drastically reduces.

Both the RAM's passed memtest with 11 passes and also there is no problem with the slot, because single RAM works in that slot.

My system Configuration

Motherboard: Intel DG965RY (Supports upto 8GB DDR2 RAM 667MHz)
Processor: Intel Pentium D 3.4GHz
OS: Windows 7 (64 bit)
Graphics Card: 1GB Zotac in PCI Express

Please let me know what could be the problem? Do I have to format and reinstall OS?

Hey Guys, finally this problem is solved by following the below steps which i got from seven forum

open "Msconfig" on boot tab click on "advanced options.."
use all number of processor and check box of Maximum memory

Purchasing single modules equates to buying RAM that has never been tested together and carries no guarantee that multiple combinations will work together. You are responsible for your own compatibility testing.

Buying RAM in a single kit is memory that has already been tested together and is guaranteed for compatibility.

When I run CPUZ, the information for both the RAM is same..Is it not good enough?
