Gpu usually stays on high mem and gpu clock even when games are closed

Some power management setting most likely. Setting windows power settings to high performance wont do that, so its likely a setting in the amd catalyst software. I know there is a setting in the nvidia control panel that will do just what you describe, im not sure what it is in the amd software.
