GTA V - CPU and GPU intensive options

Hi there, I'm trying to run GTA V on my Inspiron 580s which is currently having 8 GB of RAM, MSI GTX 750TI LP Graphic card and an Intel i3-550.
Now most of you might have understood by now that my CPU is bottlenecking my GPU (Statistically GPU usage is around 50%-70% while my CPU usage is >90% almost all of the time, above 95% usage frames start to drop). So I'm trying to shift the load from CPU to GPU or atleast reduce some stress from it. So far I've came to understand that Population Density, Population Variety and Draw Distance are CPU intensive tasks. About Shadows I've read conflicting posts, some have said that shadows are generally CPU intensive while some have said if you crank your Shadow setting to all the way up to very high, your GPU kicks in and load from CPU is relieved. Though it seems to be true because cranking up shadows takes a lot of space in VRAM of GPU (according to suggested VRAM space in GTA V) but to me cranking it up causes more frame drops (No my GPU isn't overload, it's running at around 60%-70%).
What do you think about Shadows?
Is there any other option/setting which could help me shift the load to GPU/decrease the load on CPU?
PS- No, I really can't upgrade my CPU.

Population density is pretty much the only one that has a direct effect on CPU usage
You can't realistically reduce CPU usage with any game without setting a fps limit.
Afterburner /rivatuner will let you cap at 40fps or so which is probably where your old i3 is comfortable.

The comment regarding shadows is absolute rubbish, yes you can easy force 100% GPU usage , its not going to lower CPU usage though & if anything puts the same stress on the CPU , but more stress on the GPU & will show more drastic fps drops than you're getting with it set lower.

Yeah, reducing your graphics settings is pretty much all you can do. Turn of Shadows if available, turn off bloom, reduce draw distance, and even turn of anti-aliasing. Based on the specs you provided, you will still have high utilization of your GPU, but this helps.

I'm pretty sure that I read anti-aliasing is GPU intensive, not CPU. Shadows are at Medium, no option to go below that. Draw Distance is reduced to almost half.

Usually in city game run between 30-45 FPS but when I speed in city sometimes FPS drops to 25-30.

I've set population density to less than a half. Shadows are at medium, there's no option to decrease it further. And with other settings my GPU isn't used more than 70% in any case. But according to you increasing shadow settings will increase GPU usage but won't decrease CPU usage. Since I have a potential in GPU left, I might increase it as well. And I won't think my CPU will handle 40 FPS cap because speeding through city make the FPS drop to 25-30 frames frequently.
And what about Draw Distance? Is it CPU intensive?
