Extremely high idle ram usage?

When I am doing light tasks (like right now), my RAM usage is at 45-50%. I have 16gb of RAM and this has been happening for the last few weeks. In games that are RAM heavy, like GTA, my gpu and cpu are sitting at 60-70% and my RAM is almost 100% full. I cannot see any programs in task manager using lots of RAM.

Any info on how to fix the problem would be tremendously helpful

your idle is fine, your normal usage is also fine im using 40% of 16GB atm with just a game launcher doing updates open and about 12 chrome tabs open.

Im not suprised cities skyline is hurting your ram. This is the point i point out that unfortuanetly 16GB is the minimum for gaming computers these days. 70-80% usage is pretty normal during games that require the ram to help process all the independant scripts. Games like sim city, GTA V, cities skylines, and planet coaster use lots of ram becaus eof all the individual AIs.

Generally it wont be one program leaking the ram, go to task manager and look at the list of system services, if in doubt about what that service is then google it, most commonly ram leaking happens when a system service goes rouge and starts doing what it wants.

I also checked the amount of RAM my user is using, and it's only about 800mb D:<

Normal usage probably about 30% and during gaming, like Cities skylines, it goes up to about 80%. I still don't think it is normal tho...
