My Physical Memory is like 7.X GB and i have 8 Gigs of ram

I have a problem where my physical memory jumps up to 7.X everytime my desktop shows up on startup. I have nothing on my task menager expect the windows startup and host process. Help please

Also my CPU is like 40%+ all the time for some odd reason

As far as the memory question, that is normal. The Win OS uses some itself. If you have a discrete gfx card, some memory is set aside for a buffer.

But at idle, 40% CPU usage shows something is running in the background. Check task manager to see what it is.

Im always checking Task Menager (Show all procceses also) and disabling services that i dont need.

Still keeps happening cant drop below 7.X Memory
