new build won't boot past bios

I put together the following:

Asus Z170 motherboard
I7 6700
32 Gb Corsair Vengeance 3200 MH
Samsung 850 EVO HDD

The system won't boot past the BIOS. I ghosted my old drive (actually I tried two different drives). These all work in the old computer but none will work in the new one. The operating system is Windows 7. I am fairly confident that all components are working. I have double checked all the jumpers and connection and all fans work. The temperatures are fine in BIOS (all around 25). I am leaning towards the conclusion that it is a driver issue since this board is rated to work with Windows 7. As such, are there any drivers, etc, that I can install to the drive while it is plugged into my old system? Could this be related to USB 3.0 drivers being needed?

I didn't see any place to enable compatibility but will look for it when I get home. I am trying to avoid a new install because of all the programs I have installed but don't have installation disks (meaning that I'm poor and can't afford to buy new software). Hopefully the compatibility thing will work. Thanks.

I agree with you Paul, but I have SO many programs that the cost to buy them again would be more than the computer. I will only do this as a last resort.
