You probably shouldn't have bought an FX9590. Only a few motherboards support it, it wants an 850 to 1000W power supply and liquid cooling.
So unless you have a 990FX motherboard with at least a H100 AIO cooler, you are in for nothing but disappointment.

What motherboard do you have and what are you using to cool the CPU? Where did you get that temp reading from?

If it is correct 255f is 123c which is enough to fry the CPU, so this is not a good thing.

i have reduced performance to 80% and now is running at 10 degrees

cooler look like a water supply cuboid box leading to a big blue box thing then down to the cooler on top of the processor i know its a gigabyte make tho unsure of full name

The 760GA motherboard does not support that CPU. The vendor lists ALL the CPUs supported by that here. The FX9590 is not on the list of CPUs the vendor says will work in that motherboard. That means the BIOS doesn't support that CPU, the power subsystem doesn't support that CPU. You have wasted your money purchasing that CPU with the motherboard you have.

It does NOT support it, check the link he posted. That board supports 95w AM3+ CPUs only the 9590 is a 220w cpu. You have a lot of money you still need to spend to support that CPU properly. Put it back in the box and return it. You are better off replacing everything and going with a new Intel setup or AMD Ryzen when its released.

Do you want to see what can happen when you use a 9590 in a board that does not support it?

You just told us before you saw overheating so I don't understand how you think it can be fine. Your Board has this power delivery chipset called VRMs, they are EXTREMELY weak on that board. So while yes it may work right now, they are wearing hard. The video of the fire above, is the VRMs burning. That is what will happen should you continue to use this setup.

The motherboard you said you are getting is fine. However again this is a waste of money that can be outperformed in gaming by an i3-6100. Cut your losses, return the 9590 and get yourself a new setup.

Will it function properly - in theory? Yes

We have many users with an FX-9590 and similar setups and it does not work correctly which is what we are trying to tell you. While the 990FX motherboard is the correct type for it, its poor design prevents us from being able to reliably say it works. And that goes for any 990FX board with an FX-9590

Also what 1000w psu do you have?

Not sure why you are so adamant on using a 220w, space heater, that is using a 4yr architecture, that will get beat by an i3 6100, in gaming. The FX 9590 was never a good buy. Sticking money into an FX system, in 2017, is simply a bad idea, this close to Ryzen's release.

The point I was trying to make is there is no alternative board. There are about 15 990FX boards out there that "support" that processor and all of them have had problems we have dealt with here that in some cases we could not cure. You may build this whole setup and still have to underclock the processor just for it to be stable.

Hence, you're better off selling it for something better. Its fundamentally flawed.

As for the build this motherboard MSI H270 TOMAHAWK arctic katy ATX, won't work, you will need to wait till its released to select a motherboard. You also won't need a 1000w psu or a liquid cooler unless you plan to excessively overclock (if you already have it though then sure use it).
