GPU or PSU problem?

First off this started a little while ago. I had done a fresh install of windows 10. My computer started to have these short visual hangups. It was purely visual as I could still communicate with people over gamevox, so it wasn't a system freeze. I assumed it was something to do with the fresh install.

Then my tower started failing to "wake up" when I left it on. The case power LED would just blink. Tried to look up the code for it, but I couldn't find it anywhere. Then came the crash yesterday. The system failed to start up. It would run for a few seconds, fans, leds, everything and then shutdown, and the case power LED would blink. No mobo beeps.

So I started pulling out the extras starting with the GPU so I could figure out what was causing it. Voila, luckily it was the first thing I pulled, the GPU. System started up and ran fine. So I switched the PSU chords running to the GPU and it worked fine. But following that, I had another visual hangup. Only one so far, but I'm assuming that's a precursor to total failure. Or maybe it was unrelated the entire time.

What I'm wondering is how I figure out whether it's my GPU going or my PSU. I'm leaning to PSU due to the fact I wasn't seeing any weird artifacts, lines, or colors during my hangups. The window would just freeze for a few seconds. And they were far and few between. But I'd hate to pick up a new PSU and then need to buy a new graphics card too. I don't have any type of voltmeter.

The PSU is the only part of my system that isn't new.
 
Solution
If it was the PSU, it would have been totally black screening most likely. You probably just had something F'ed up in the registry and it needed a reset.

IT could be either/or, realistically.

A 250W GPU, a 125W CPU, 100W for the balance...... a decent quality 850W would be sufficient, but if it's poorer quality it may be the cause.

Which PSU do you have specifically? 850W, unfortunately, doesn't tell us much.

Reinstalled windows 10 after hearing some of the hiccup issues people were having. That fixed the hiccups, and then after a few restarts windows told me there was a problem with one of my backup hard drives. Clicked fix this issue, windows did whatever windows does, and now the whole system works again.

Figured I'd add this here for anyone that has a similar problem. Intermediate freezing that still allows you to use your mouse is most likely a windows 10 issue. The bootup and shutdown after 3 seconds could literally be any piece of hardware.
