Partially new system not posting

After getting an new Intel i5 and 16gb of ram i put it into to a working skylake motherboard I pulled out of a friend's system which he didn't need.

Too my surprise it wasn't posting, however everything seemed to be on, I took out the ram and the speaker decided to beep but putting it back in didn't let it post.

Should I RMA the cpu or get a new motherboard?

Components-
i5 6400
16gb DDR4 Corsair Vengeance Ram
ASUS H110M-A

any help would be appreciated!

I have everything except a graphics card in the system but the full specs are
i5 6400
16GB Corsair Ram
ASUS H110M-A Motherboard
240gb SSD and 500gb Hard drive
Corsair CX550 PSU
Phanteks Enthoo M

I've tried resetting the cmos and still no luck, is the cpu or motherboard faulty in this case?

I've worked through every point mentioned and the only culprits I can think of are static discharge and and bent cpu pins but it seems weird how the motherboard still lights up and beep codes for the ram not being inserted still play (don't worry, I installed the ram correctly)

EDIT: The motherboard has been known to work with an i3 6100 and checking the cpu support, the i5 should work withouta bios update

Bent pins in the CPU socket are worth checking out - it would explain the occassional "working as expected" (like beeping with no RAM).

A single bent pin can impact almost anything (depend on the specific pin), so I would check for that, and straighten it out if you find one.,

I'll post a picture of the pins tomorrow so I can see if they are bent in anyway, thank you for your help!
