I have been having this problem for over a month now and it just keeps getting worse and worse. I have been experiencing severe lag in Minecraft and CS:GO, before this problem started, i used to get 300 fps locked on both games, all high settings. Now i get around 60-100 all low settings and the fps lag is very noticeable. Even though i get this really bad fps in Minecraft and CS:GO, I get 60 fps locked all very high settings on GTA V....I have tried overclocking with adding voltage (did not help at all),re-installed both games (no luck), switched the ram stick channel (did not help), I even upgraded my windows (helped very little but did not fix).

One more thing, on CS:GO i have these unbearable fps drops when i press esc in game or when I click on certain buttons. Here is a little video of what happens.

Is this on desktop or notebook?
Silly question to you, perhaps, but is your GPU driver settings restored to default?
Is you rmotherboard firmware reset to optimized defaults?
Have you recently updated any other software or drivers?

It is a desktop. I have restored my GPU driver settings and ive also restored default settings on my mobo and no i havent updated any software, unless you count updating windows10, but these problems were happening before that and upgrading just helped my fps a little.

The funny thing is that I'm currently experiencing kinda the same thing. Only, severe stuttering in BF4 when gsync is enabled. Gsync was broken before current driver update and is still broken. I'm considering going back to vsync off in driver settings. Do you use any vsync or gsync?

Have you tried the launch options as discussed on the various youtube videos yet?
The new 2017 update for CSGO has a "Headphones with HRTF" setting in the options, which you have to toggle.
There are also launch options such as:

Launch Options ( -processheap -novid -nojoy -noforcemparms -noforcemaccel -high -tickrate 128 -threads 4 -nod3d9ex -noaafonts +mat_queue_mode 2 +exec autoexec+mat_vignette_enable 0 -console +cl_forcepreload 1 )

This video describes everything in detail: https://www.youtube.com/watch?v=DgXvqk_5gRQ
