is there a way to see if my pc is sending unwanted data to another persons pc/phone?

Solution
All browsers carry risk when going to questionable sites, especially when you download files (seems you are doing this). From the tutorial I linked earlier:

- If you visit questionable sites, use private sessions (in cognito modes, etc) to reduce what gets saved to your computer or boot from a “live disk” to prevent anything being written to your system. You can also use a “sandbox” to isolate sessions from having direct access to your system (i.e., http://www.sandboxie.com/).

I think we have offered all the help that can be provided for your original question/concern. There is not much we can do to help with what you do on the internet. Good luck, I think you are going to continue to need it.

Then it is someone physically close to you.
Change your WiFi password.
Today.

Yep. Change your wifi password. I would also recommend you change your router admin password and make sure remote access to the router itself is disabled.

I would also scan the system with malwarebytes (the free version is sufficient). Further, I would recommend changing your Windows password.

To keep unwanted people from connecting to your network (and potentially your systems).

Is this person supposed to be using your WiFi? As in...you gave him specific permission?
If not, change the pwd cut him off.

If he IS allowed to use your WiFi, then he is on the same LAN. Whole lots of things could be the issue here.
