I have gtx 1050 ti and AMD Athlon x4 750k Quad Core 3.2 GHz , 4GB ram , okay i know that i dont have the best cpu but on steam the mi nimum settings are AMD Phenom™ X3 8750 processor or better Video card must be 256 MB or more and should be a DirectX 9-compatible with support for Pixel Shader 3.0 .I have a way better pc to run this game, i tested a couple games , R6 Siege runs on 80 fps with everything on ultra , but CS:GO runs with 70 fps and theese 70 fps are dropping to like a 20 fps, I dont know what hapend i had the saim fps or more with AMD Radeon 7 700HD , but it started lagging and i bought a new one but it's still lagging i am thinking about buying a new cpu but this is unnapceptable still , My pc configs are way better than the minimum and i still cant run csgo on low setting 50 fps stabile or 60 it just goes from 70 to 10-30 on Dust2 , so i dont think that i need to talk about the other maps. Thanks for the help if u help and sorry for the bad english :(

CSGO is not a demanding game but it IS sensitive to CPU power. It'll run better with a faster CPU than a slower one, it's not just about the videocard. This might be your problem since you do have a budget CPU. You can do a couple of things to check this. One, run 3dmark which is a benchmarking program. You can then compare on their website your score to other with similar systems. If your score is noticeably lower, then that would suggest a program with your system. If your score is about what it should be, then that suggests the problem is with CSGO.

Also, run MSi Afterburner while you play. You want to see onscreen your CPU and GPU usage. If CPU is at or near 100% when you get frame drops that means your CPU causing the problem.

Really depends if your playing one of my maps. :) Here is a few suggestions on optimizing CSGO.

Luanch options to speed things up.
-novid -high -threads 4 -nojoy +cl_forcepreload 1 -nod3d9ex

Create an autoexec.cfg in csgo\cfg and paste the below text. In game hit ~ to open console and type exec autoexec and hit enter.
r_cleardecals //Clears blood and bullet holes
clear_anim_cache //Clears cache
cl_forcepreload 1 //Preloads stuff
muzzleflash_light 0 //Removes muzzleflash form your gun
fps_max 9999 //Sets max fps to 9999
fps_max_menu "60" //Sets max fps in the menu to 60(you dont need more)
cl_disablefreezecam "1"
mat_hdr_enabled "0"
adsp_debug "0"

mm_dedicated_search_maxping "50" //sets max mm search ping to 50
rate 128000 //Set tickrate to 128
cl_interp "0"
cl_timeout 1337 //Set connection timeout to 1337 seconds

The game also runs best when its fully loaded into RAM. Not even 8GB's is enough as I really see a good boost from upgradin g from 8 to 16GB's.

Elbet this worked by me having a 100 fps but it still drops to 30 my only problem is that my fps drops to 20-30 fps 50-60 fps is enought for me but i dont want that to drop to 20 30 it happends all the time.. what could i do with the fps drops because that is my only problem , i tryed oc my amd processor but it was like 3840 ghZ to 1500 and now its 1500 and it doesnt moves .

Check your temps also try turning off coolandquit in bios. Should allow your CPU to run faster if needed. You may need a good after market heatsink.
