I7 6700k Core voltage keeps fluctuating no matter what i do

Hey everyone,

I overclocked my 6700k to 4.7GHz (mobo is Asus z170s sabertooth), but no matter what i do, the core voltage keeps fluctuating.
For example, right now in the bios it is set to manual mode and to 1.350v. All cores are synced and everything seems fine.
But when i start up to windows both CPU-Z and NZXT's Cam software show the voltage fluctuating.
Sometimes it goes way below the set voltage to 1.200 and lower, and sometimes i even get spikes as high as 1.44v.

I have tried both XMP and manual overclocking, both with manual and adaptive voltage but i get the same result.
Even after returning everything to default (selecting "Load optimized defaults" in the bios) the voltage keeps fluctuating up to 1.4v.

I have already updated the bios but that did not change anything.

But then in your pictures it shows it being pretty dang spot on - 1.34 is damn close to 1.35.

You said you have seen it spike as high as 1.44 even with the manual setting of 1.35? That would be kind of odd. Some fluctuation is expected, but not quite that much.

Can you do something to get your CPU under a heavy load? What is the voltage under continuous heavy load?

In that photo it is running at stock speed and auto voltage so that is actually quite high.
Under heavy load it fluctuates just as much as in idle (tested with aida64 for an hour, max was 1.44v and min about 1.27v)

Are you using a manual vcore? Do you have any level of LLC applied? Do you have turbo, EIST, and energy savers (c-states) turned off while you OC?

I like CPU-Z, but I also run HWMonitor as it will report current, min, and max values. I also like to run OCCT as it gives nice charts at completion like the one below so you can see a trend over time.

I have the same problem with the fluctuations in voltage to my CPU on hardware monitor as well, i disabled everything you said to disable except for the Turbo, so i shut the turbo off and now the CPU voltage is not fluctuation however now it is sitting at a much lower voltage than i have it set at. I have it set at 1.3 V at 4.8 GHz but on hw monitor after getting rid of turbo it sits steady at 1.116 V which is way low than what i have it, i set my LLC to 5 as well. Disabling my turbo also clocks my speed all the way down to 4.2 GHz so that doesn't work, so i put that back on.
