Fluctuating speeds, below what I pay for.

I understand the system behind getting 1/8th of what you pay.
I currently have 15Meg with TWC and my speed is 1.8 megabytes per second. Except, that's not my speed. Nearly 9/10ths of the time my speed is below 200kb/s, usually resting in the double digits. Not only that but it's also not a hardware issue with my computer, as the same speeds occur on my phone and consoles (I'm using data on my phone because anything I attempt to write this on will not load with wifi)

Im not really sure what the issue is specifically, all I know is that I don't have what my speed is supposed to be. (Ive been trying to install the unreal engine, 5GB, and it's gotten to 37% after 3 days). This has been going on for a few years, so it's not something recent.

Normally I resort to the whole unplug and plug back in method to savor about 200kb but it only lasts a good 8 minutes. To sum up my issue I pay for 1.8mb down but only get 200kb or less.

Have you called TWC? I can't believe you have TWC - it must be a DSL provider of some kind, the C in TWC stands for Cable, and i simply don't believe you have that. Are you out in the wilderness where cable isn't an option?

How do you get your television?

It's connected to a modem and router both provided by TWC which I suspect as the issue, they say it's new hardware yet there's obvious wear on the casing.

And yes I've called, and they pull the typical TWC talk about how upgrading will fix it, when it's most likely a hardware issue on their behalf.

TWC also provides my TV, it's because before I had insight but after it was bought out the plan carried over. I pay $140 for the TV and Internet bundle (ridiculous right) and after 3 different calls about it they say they'll fix it or for me to upgrade it, neither have happened
 
Yikes, it could just be they don't know how to handle your 15mb line, its very, very slow.

I have TWC, which was recently changed over to Spectrum here in Los Angeles.
I pay a final total of $77.77 a month.
This includes:
EXTREME INTERNET
HOME WIFI
ULTIMATE 200 UPGRADE
DIGITAL ADAPTER
STARTER TV

Yes that is TWO HUNDRED megabits down (twenty up) and basic cable for one TV. This includes the modem/router and TV box.

I would paste the breakdown of my bill for you but it isn't letting me view it online due to some kind of verification thing.

They are not treating you right. Call and try again maybe? $140 isn't right man, not for incredibly slow internet - I don't care how many premium channels you have - at that price you should be getting decent internet.

I am in Kentucky and I have a standard 1-999 channels and 15Meg. I'm betting it's the modem or the ISP itself. Currently in a tight spot with money so I don't have too many options when it comes to the ISP though

Motorola SURFboard SB6141, it's the "new modem from TWC to upgrade everyone's speeds by a whole megabyte" which is such bs seeing as the miraculous moment my speed is normal it's still only what I pay for
