fans not running at low speed

For some reason my GPU fans only work at 83% and above. Its a R9 280x. I'v tried manually changing it in radeon settings as well as afterburner and both have the same issue. If I turn the fans to 83% and they come on, then turn them down to 76%, they slow down accordingly but any lower and they just turn off. The connection on the GPU seems fine.

I also removed the fans and tested them on my benchtop power supply and they work fine all the way down to ~3V, but now when connected to the GPU.

Any ideas?

The GPU temp climbs quickly at the low end where the fan should be spinning slowly but doesn't. If I leave the fan speed profile on auto, it adjusts fan speed as temperature rises like normal (say 50% at 40C) but the fans don't actually spin until it hits 83% which is around 70C. This is the same at idle as it is under load, it just takes more time to heat up on idle.

I had same problem with old GPU which is HD6770 - the problem was fan itself because it's oil, which fan uses to spin obviously was dried. I tried pouring new oil - worked for 2 weeks, but then dried again as it is not real proffessional oil. I ended up buying replacement fans.

I thought this might be the problem but when I take the fans off the GPU and power them separately they work fine. It would seem that the GPU is sending the incorrect voltage and/or not enough current.

I don't see where it shows GPU fan voltage in HWINFO. Its an older card, out of warrenty.

You will see the GPU's voltage. Is this issue new or it was since you bought the Gpu? What's the manufacturer of the Gpu ? Like Msi, Evga etc. Can you tell what is the temperature at idle ?

GPU voltage is usually around .950VDC. Its an XFX HD7970DD. This issue has been only going on for about a month or so.

The temperature at idle is dependent on the fan profile I have it set to. In auto mode it starts around 35C and slowly creeps up to 80C which is where the fan profile brings the fan above 83% and the fan finally starts spinning and cools it back down.

I don't really want to get a new GPU just because of the fans. It still works well otherwise but its really annoying having the fan go on and off at nearly full speed constantly.

Thats the default profile. I change it to keep it cooler but it means it runs at 83% and above at all times which is loud.
