I'd say it isn't really necessary to upgrade the 2x 7970's yet, since they're still more than capable of running most games at 1080p with high settings and enjoyably fps.
Although, they're getting a bit old, so it wouldn't necessarily be a dumb upgrade.

First thing first,, One powerful card is better than SLI or Xfire..not all games support SLI or Xfire
for 1080p GTX 1070 is overkill..better to get GTX 1060 6gb
if money ain't sh*t then go with 1070
