AMD phenom x6 1090t help

So I installed the AMD Phenom ii x6 1090t black edition with it's stock cooler over the Phenom ii x4 945 a month ago in my hp pavilion elite. When i checked the BIOS the cpu was running at .8ghz and I was having unbearable lag in Overwatch. I have a gtx 960 so I can run OW at 60+ fps on the highest settings. I then realized that the mobo in my pc was only 95w and the cou was 125w and quickly downgraded back to the old one and old cooler and everything was fine. However, I did have another major problem with the 1090t's stock cooler. On boot it would spin at full speed but then stop. It would then try to spin but fail and try to spin again. I got a cpu fan failure and think it might be because my cpu was overwatting the mobo. But since I downgraded to the 945 and old cooler everything is fine. Could it have been just the cpu overwatting and causing the fan not to spin properly? Answers for this will be appreciated. Thanks. And I'm looking into buying a new tower and new mobo so i can use the processor. I'd appreciate some budget recommendations for an am3 or am3+(as the 1090t fits both) and tower. My PSU is 600 watts. Thanks!

It sounds like your motherboard don't support a 125w CPU and thats why the motherboard bugged out when you put the Phenom ii x6 1090t you'll just need to change the motherboard to one that can handle a 125w cpu

So could that also have caused the cpu cooler not to work properly?
 
Your motherboard don't support 125w CPU so the temp and Ghz for the CPU is not going to be right for the unsupported CPU so even though the CPU cooler is on right and working properly because lack of motherboard support for that cpu so when you put a 95w cpu in everything should work fine.

I downgraded back to the old amd phenom ii x4 945 with the old cooler and it works! However, why was the cooler for the phenom ii x6 1090t not spinning? At boot it would spin but then stop and try to spin but fail and try again.
 
Your motherboard controls the fan speed of your CPU based on the CPU temp and If the temp stays below a certain level, the fan doesn't turn on so when the motherboard is unable to support a cpu it can't read the correct temp and at boot up it would spin but then stop and try to spin but fail and try again
