GTX 1070 GPU Usage at 30-40% LOW FPS

So I just upgraded from my GTX 970 to a GTX 1070 and I can honestly say I haven't noticed a difference yet. At first I was wondering why my fps was so low and then I opened up MSI afterburner and found out my GPU usage was 30-40% while my CPU usage was at 90-100%. Currently my CPU is a i7-6700 (non k) and my GPU is the EVGA GTX 1070 Superclocked. Do you guys think this would have anything to do with oc because I had oc by +150mhz. My GTX 970 did not have this issue but with my 1070 it is having this issue in all of my games and my fps is extremely lower than it should be. I also have the latest NVIDIA drivers for my 1080 and used DDU to get rid of all my 970'/ drivers before installing the 1070. My CPU temp is at 60-64 (Celsius) and my GPUs temp is at 35 C. Any answers are appreciated and thank you for helping in advance.

Solution

Well, I figured out you're wrong with a bit of tinkering, I was able to achieve 70-100% usage in both my gpu and cpu with vsync off and 70% with vsync on by resetting the oc. This was such a simple fix and I do not know how I overlooked it but I guess it's fine now. Also about the overkill, I'm soon getting a 1440p gsync monitor so it won't be so much overkill for long. Thank you for everyones replys and I'll make sure to add [Solved] in the title. Thank you guys once again. Edit: I figured...

Yes I do happen to be using a 1080p 60hz monitor, what would seem to be the problem with this monitor?

I do not have V-Sync or adaptive sync on, I will check if something happens to be eating all my CPU resources and I had set it to prefer maximum performance in the control panel right after I got it installed, sorry for the late reply's I had trouble logging back into my account

A GTX1070 is massive overkill for a 60hz monitor so you'll never get more than 30-40% usage from it.

Looks like you need a new better monitor, or send the 1070 back, or just keep it and eventually sometime down the road it will be appropriate.

+carsontrey1 What game(s) are you seeing this 30-40% usage on the GPU and 90-100% usage on the CPU? Seems obvious that your CPU is bottlenecking, and now allowing your GPU's to be fully utilized. So the question becomes "Why is your CPU utilization high with CPU temps of only 60-64C?"

Question: How many weeks ago did you purchase the EVGA 1070? I'm asking because I'm curious if you have the newer model with the VRAM and VRM heat pads applied.

I selected your own answer as best answer since you figured out what you're looking for.

Also, my point was the GTX1070 should easily be capable of achieving maximum fps for your monitor using as little as 30-40% utilization in most cases. There are always ways to force higher usage, but it the actual performance better too? That is the question.

On bf1, fps hovers around 70 on 1080p ultra preset (which is odd) but on the witcher 3 I get 70fps every setting maxed out (including nvidia hairworks) and on overwatch I get 150fps on 1080p. In these games I get 99% gpu usage but in bf1 and any other game I get 70% gpu usage and the usage goes down as my fps goes down and the usage increases as my fps increases which is odd.

how do I turn that setting off, I want to experiment to see if that would increase my fps at all.

Hi,
Im having the same problem could you explain what have you done.
The gpu clock seems to be 1590mhz however it sits on 20ish% usage while playing league or archeage cs go.
I bought this gpu because i use multimonitor and i was expecting performance increase my cpu is x5660 oc 4.2ghz 6C/12T they sit at 20-30% usage while gaming etc.
When i enter the game the fps seem to go high however after a while they seem to drop in coordination with gpu usage also decreasing.
My temps seem to be excelent 50º fan 5% ; 30ishº if i up like 50% fan speed or more.
Seems that the gpu "thinks" the power output is more then enough for what im doing but it isnt.
My psu its tier 1 xfx 850 core edition (might not be exactly this model but i made sure to buy tier 1)

Could you tell me what you did to fix this?

So I had similar issue. Only getting 60% usage on BF V after I was gettin 98% and WAY more frames the day before. Even with massive overclocking, the usage wouldnt go up and frames suffered. THEN I remembered I turned DX 12 off in the game settings the night before and went to sleep bc forum posts said it helped with stuttering. Well it did the OPPOSITE, turning it off made me drop 40fps and wouldnt allow my usage above 60%. I turned DX12 back on and BOOM everything is now perfect 98% usage and frames returned. Good luck
