Is my PC under performing?

Hello, I just built a gaming Pc about a month ago and i feel like I should be getting more out of the machine.

Intel i3 6100
Evga geforce gtx 1060 sc 3gb
8 gb of ram
500 watt evga power supply
windows 10 64bit
32inch 720p lg tv

From watching benchmarks on youtube I though that I would be able to run just about every game on decent settings at a smooth 60 fps at 1080p but when I run froza horizon 3 and planet coaster at medium to low settings at 720p It hover around 35 to 45 fps. Is there something wrong here or is that the performance one would expect? Also when running these 2 games I get notifications that my cpu is hitting 100% usage. Could this be related to the problem?

That's a decent system but yes, that's a dual core CPU with hyperthreading. On CPU demanding games it'll hold back performance a bit. At 720p your GPU is certainly not the problem. With FH 3 I think there's an option to allow unlimited framerate, make sure it's not locked to 30fps.

I have a 60fps lock of fh3 but it rarley is ever 60. And okay thanks. I guess its just not as good as i thought
