8gb ram
Powercolour rx 480 red dragon single fan
Antec vp450

My question is i am @4ghz under default voltage and temp under 1hr prime test and 2hr gaming is 48-50c & i don't want to o.c it more...!

It is safe at present? I am thinking to add vram heatsinkers on vram chips as it has no vram heat sink!!!
Would it cause any damage to my mobo???

I just want to reduce bottleneck between my gpu and cpu in CPU intensive games as i am on tight budget right now!!! So i am thinking of OCing of cpu
 
You can OC it if you feel it will help you out, but generally a 0.1 gHz OC isn't going to help too much. If you OC'd it more than you might see a little more benefits, but I tend to not OC unless I absolutely need to. I tend to just turn down the settings in the game to get better performance, but that is just me.
