Best set-up? (cooling)

Dont know if im on the right category but here goes my question.

Which is a good set-up among the two?
a. PSU with the fans facing in the case but with another intake fan below.?
b. PSU with the fans facing outward but without another intake fan below?

so which do you prefer?

a little background:
pc case: Corsair Spec-03 Case
cpu cooler: stock at the moment...

I just got these 5 fans (51 cfm) , so I installed it in my system with 3 exhaust (rear and top) and 2 intake (front). now, there is still a slot below so why not place the stock fan there but then I remembered the psu could be now placed with the fan facing below. I only placed it facing inside the case because I was using a carpet near the system before as a support for the plastic chair I was using to prevent it from sliding. Now, I could switch it but the problem is if I do switch it up the psu wires will take up the space intended for another fan So which do you think will be the best thing to do? any suggestion will also be appreciated.
