INF Update Utility "File copying was not succesful the setup will exit"

So i had bought a new motherboard(Gigabyte H61M - S) roughly 2-3 months back and replaced my older one(Gigabyte H61m - S2P) with it . During the course of time there was no problem with the reboot(I've heard that a clean install of windows is required after swapping motherboards, however i didn't format my hard disk since there are a lot of important files present on the it), however while playing heavy games I experienced fps drop(around 20-25 fps drop was there). In the following weeks, while booting; my screen used to turn black and my computer became unresponsive. On being advised to install the new display drivers and other drivers from the disc which came with the new mobo, i wasn't able to install the INF update utility since i came across the error "file copying was not successful the setup will exit". Also while installing the intel rapid storage, i came across an error - "this platform is not supported".
My System Specs :
1.Intel i7 2600 @3.4Ghz
2.Mobo - Gigabyte H61M S
3.Operating System - Windows 8.1 64 bit
4.HDD - 1Tb Seagate + 500Gb Seagate
5.Ram - 8Gb Transcend + 4Gb Transcend
6.PSU - Antec 650 W
7.Graphics Card - Sapphire AMD R9 270X 4GB OC edition
I have been experiencing this problem for a long time and haven't been able to trace the problem. Please give a solution to this problem.
P.S - Also while updating my graphics driver(Intel(R) HD graphics) to AMD Radeon Series, i get the same black screen i used to get before, so i have to switch back to Intel(R) HD graphics from the AMD graphics(while booting in safe mode)
Is there a solution to this issue too?

Yes, you are better to do the clean install the OS. But you may try to fit the problem by:
1) Use the cclearner to fit/clean the registry files, other files/folders, etc. https://www.piriform.com/ccleaner/download
2) Update all the window updates.
3) Install the drivers from intel site, because they are the newer one.

4) use the DDU to uninstall the GPU drivers in safe mode, then uninstall the newer GPU driver for intel or AMD site.

5) if you are lazy to find the drivers to update, you may try the software like...
