I have a gtx 1070 founders edition asus.I tried overclocking my gpu in benchmark there is difference and in gpu z it shows proper boosts and clock but in actual games fps is not changing still the same and i have a i56600k @3.5 and 16gb corsair ram.

This is why I set my 1070 back to stock after testing my card to see how well it overclocks and what temperatures it would run at. Nvidia Boost 3.0 already puts my card within 60MHz of the overclock I was running so there wasn't a noticeable difference in performance. While I think overclocking GPUs is fun, there really isn't much gain to be had with the Nvidia 1000 series.

I put my 1070 back to stock speeds to reduce heat output and noise. I see 65 C as my max temp whether overclocked or not with my Gigabyte G1 1070 but that is probably just because of the fan curve increasing the RPMs to hold the same temp.

My gaming room already gets hot enough. I don't see the need to add extra heat unnecessarily.

Guys i had a problem even before most of the games at ultra @ 1080p i couldn't always get a stabld 60fps for instance in gta 5 i get around 30 to 60 and tomb raider i got 60 but later reduced to 35 to 60 in witcher 3 i get 45 to 60 and fallout 4 i get a stable 60 and wwe2k16 i get stable 60 but my cpu doesn't seem to bottlenecking because my gpu is at 97 to 100 thats why i tried to overclock and still no use

Tomb Raider, I'm Not sure about, but GTA V and The Witcher 3 have been know to be VERY CPU DEMANDING as is GPU demanding. It is probally a bottleneck, but there isnt much you can do there. You could try OC the CPU ONLY IF YOU KNOW HOW TO PROPERLY OC A CPU. But GTA V and Witcher 3 can make even I7's struggle at times. Sometimes my I7 4790k bottlenecks my GTX 1070 in GTA V.

Yeah may be you are right but my gpu is always @ 97 to 100 so it might not be a bottleneck but i think only if overclocm the cpu i could get results and how much fpa do you get in gta 5 and witcher 3 and i am supposed to get atleast 60fps right

Are you 100% sure the GPU sticks to 97-100%? There are times where in GTA V where if was not focusing in on the fps counter from rivatuner OSD, I would not of notice the dip in FPS at the same time GPU usage would drop to like 60-80% while CPU you shoot higher to try and counter the increased demand. You should download a program called Unigine Heaven and run a benchmark. It will give you a score. Use the following settings in Unigine Heaven:

Preset: Custom

API: DirectX 11
Quality:Ultra
Tessellation: Extreme
Stereo 3D: Disabled
Multi-Monitor: Disabled
Anti-ailiasing: x8
Full Screen: leave box unchecked
Resolution:1920x1080p

And tell me the score you get after you run it.

That is also my problem overclocking shows results in benchmarks but in actual games there is no dofference now iam currently at 1706 Mhz ans still no difference increasing the gpu clock should increase fps but in my case sometimes it's reduced and sometimes it's the same now my score is fps 91.7 and score is 2309 and min fps is 28.3 amd max fps is 189.6 and i took benchmark 3 to 5 times this is the highest and how am i supposed to determine my best clock i stopped with this

Then go Nvidia Control Panel > Manage 3D settings > Program Settings > (Give it time to load) Select the game with performance in question > Power Management Mode > Set to Prefer Maximum Performance and see if this helps with your FPS and Clock speeds, if your 1070 is constantly sitting at 1709, something seems off about it.
