Corsair CPU Cooler Temp

My temperatures at 100% load are exactly the same (51-58 on AIDA64) if I have my fans running at 600rpm, as if they're at 2100rpm. Is this normal?

CPU? is the radiator mounted on front or top? remember hot air always goes up and if you've installed it on top of the case its performance will be reduced as hot air will be going through the rad fins all the time...

It's mounted on the top with fans pulling air in through the radiator. I'm very happy with the temperatures but am just confused why the fans are seemingly having no impact on CPU temp. Is it more a case of if the fans are lower RPM, the radiator will heat up more and the CPU will then increase in temp over time?

I think if ambient temp is low then increasing fan speed will not affect CPU temp at all, my fans are at 850 RPM all the time and increasing speed won't do anything, even turning off 4 case fans won't do anything if the ambient is cold (10-15C)
about the radiator heating up I'm not sure, but I think if it's touching the case, then it'll transfer heat and the case will act as a big passive cooler.. again, not sure about that

Thanks, so you just run your cooler at 800RPM 24/7, and this is just as effective as having it ramp up to say 1800RPM during games? That's what I was wondering, as I thought my CPU temp readings may have been wrong but I think it's just how water coolers work.

My fans are static pressure, I'm doing push-pull config but sometimes I also turn off 2 of them because the CPU is cold, when gaming or stress testing I turn every fan on but the speed stays at 850 most of the time, i7 6700k, doing that with my old FX-9590 would have destroyed everything lol
