"No Signal" Intermettently with Discrete GPU

Hello everyone. I've been having this problem for a while now, I tried a lot of solutions that I found on here but none worked so far. It started about 6 months ago, but it was not so bad as it is now, It first happened when I was playing DotA 2, the monitor suddenly goes off, but everything still stays on (I even can hear the sound Windows makes when some device is removed and still hear the game, for example). I used to reboot the system and it worked like a charm, never sough a real solution. Now It has become really hard to make it turn on using my GPU (It's a Sapphire R9 270 2GB DDR5).

Right now I suspect my GPU, my Mobo (GA-78LMT-S2 rev 1.1) or my PSU (500W EVGA). I'm running the PC without the GPU now, using the integrated graphics from the mobo, no problems so far (one day and counting).

When I was trying to turn it on with my R9 270, I opened the case to see what was going on, so when I pressed the power button, everything lights, BUT the GPU fans would turn on, stop for a while (something wrong here?), and then run again. All this from the moment 0 when pressing the power button. Note that with the R9 I can't see a thing with the monitor, and this happens intermittently. Last week I used it four days straight, until I was opening CS:GO and then... NO SIGNAL.

Like I said, the GPU fans turning on, then stopping, and turning on again makes me feel something is wrong with the PCI-E slot (the mobo), or even the PSU? Who knows.

Things I have done so far:
updated the BIOS
updated drivers
switched cables
prayed a lot

I'll have my GPU tested in some friend's PC tomorrow, IF it works, I can assume it is the Mobo? The PSU never gave me any problems and it is running fine with the integrated graphic card, I know it demands a lot less power but if it was the problem, would it even turn on?

Because you can run the PC with onboard iGPU, that means either the PSU or r9 270 has problem. Test the GPU in your friend is a good ideal. By the way what model is your PSU? You may go to the "PC Health Status" section the BIOS to check out the +3.3V, +5V, and +12V, you want to see those numbers are within the +/-5%, if they are not the PSU is not good, or use software like HWiNFO64 while you watch the video, or low setting on the games.
Also the temp, gpu overheat, will be other question too,but you can't use the r9 270 now, so it is unknown.
And last question, what cpu do you have?

My PSU is a EVGA 500W 80 Plus White. I went to the bios and the 12V stays stable at 12.240V and the 3.3V stays stable at 3.360V. Same readings with HWiNFO64, but, there is no 5V nor in bios or HWiNFO?! Is this normal?

My CPU is one AMD FX-6300.

Does this rule my PSU out or could it be the problem? Could it be just the mobo PCI-ex16x slot, since it's working fine with onboard iGPU? I'll try to test the GPU at my friend's as soon as possible and will get back here. I hope it's not the GPU because it's the most expensive part in my build, lol. Thanks!!

Edit: Also, I ask if it is the slot because in the HWiNFO software, when I go to the "system slots" tab, the PCI Slot usage says "Empty", and it is. But when I go to the PCI express x16 slot usage it says Unknown and the GPU is not there, shouldn't it say "Empty" too? Could be nothing, but who knows.

OK, some updates (I left things they way they were and trying to solve them again now lol):

I swapped my PSU, now it's a Seasonic G-550, really good, but it didn't solve the problem.

I tried putting in the R9 270 again after months unused, cleaned drivers with DDU etc. The funny thing is, after I installed AMD drivers everything was fine for some time, then it started again: black screen, then on, then off (all this randomly and with no apparent load, and the machine stayed on). Also, I can hear the sound Windows 7 makes when you plug in some USB device and unplug it (so, the system is in fact on), when it goes on-off it makes the same sound. Other thing I noticed it's the size of the maximized windows, when it turns on again, they only occupy partially the screen (changing resolution?)

Since I see no strange things on screen when it's on and the temperatures do not get high, I'm assuming for now it's not the GPU, or can it be it?
I think I'll try reinstalling Windows 7 and will report again tomorrow (or months later lol), but I'm starting to get afraid it's the mobo. Could it be that only my PCI-e 16x slot is faulty?

So, swapped the mobo (GA-970A-UD3P by Gigabyte) and GPU (XFX RX 470). Still having the problems.

I'm assuming it's the monitor now, since I've replaced some major parts of the PC. I surely hope replacing the monitor solves it. I'll try changing cables first.

Also, I was able to see some image just one time, I'm not sure but apparently when the monitor stays off for a good time it's able to display through the digital input when turned on. The PC is booting and W7 is coming up normally (I can hear the Windows entrance sound), just no image.

I'm open to suggestions. I'll update this post since this is annoying the shit out of me and if someone is having the same issues I'll want to help that poor soul.
